Almost always water and base — no drainage behind the wall, no fabric, and a skimpy base. Frost grabs wet soil and pushes. Every wall we build gets fabric, drain tile, and compacted base, because that's what actually holds.
Walls over 4 feet typically need engineering and a permit in most Minnesota jurisdictions. We'll tell you honestly at the site visit and handle the process if it applies.
